I think your memory is faulty. The dummy batteries were installed when
you used alkalines, and removed when you used NiCds. That's because the
alkalines are 1.5 volts while the NiCds are 1.2. So 8 alkalines is 12
volts, and 10 NiCds are 12 volts. The CB HT was designed to run on 12
volts.
